Batman is a fictional character, him killing or not killing will have no affect on your life.

Batman knows these people will break out and kill more people. He doesnt do anything to prevent that, just hands them over to the authorities who cant kill these people because they're dubbed "criminally insane". So he lets the broken system keep doing the same things with no changes, but he knows his rogues gallery is completely sane in the sense that they know better and choose to act this way. So in essence he lets a broken system keep fucking up because it has to by law, but this is the very same system that he rebels against. Every person in Gotham that has died from Batman refusing to kill a villain he knows will do the same thing over and over again is on his hands. Bruce cares more about being Batman than he does about Gotham's citizens.
He does do work to reform Gothams institutions both as Bruce and Batman. This is a take born from ignorance

You're objectively wrong about him not working with the city and funding change. Like it's a core part of the Wayne identity in the majority of the comics.
You know I’m not talking about buildings and social projects. I’m obviously talking about security for Arkham and developments to either reform the villains or stop them from breaking out and killing people
He does though. In the Arkham games all that high tech security and the entire medical wing are directly funded through the Wayne Foundation using Wayne Tech. In many comic continuities Arkham is shown to be beyond state of the art. Making a laughingstock of other state and federally funded prisons. Which is why the corruption of Gothams institutions is always focused on so much. There's a reason Hugo Strange is typically the villain that deduces Batman's true identity. Strange, the warden who runs Arkham in most continuities.
