The penalties for data breaches usually seem to be less than the cost of keeping a system secure

If it isn’t my house that burns down, I’m less careful with the matches…. (if I’m a corporation). Heartbreaking. These data breaches lead to bankruptcy, suicides, and public shaming of the victims, while the negligent parties shrug their shoulders and move on with their lives.
