Paying for water is a scam. Water never runs out. If theres a drought its because the water moved not because it ran out. Remember the hydrologic cycle you learned about in 8th grade?

The water moves from one place to another during a drought. It does not disappear. It may disappear in your area and move away to a new area. The same amount of water we've had on this planet since the beginning is the same amount we have now.

Depending on where you are, they are actually. Some places (mainly hot ones) have rules and limits on collecting rainwater
