Because consent and legal authority matter. If you attack a pregnant woman and cause her pregnancy to end, you’ve taken that choice away from her and caused an additional harm. That doesn’t mean the government gets to force her to continue the pregnancy.
But ending a life is still murder regardless of how it happened.
