What does a gulag have to do with communism? Just because one country called themself communist (even though they weren't. Just like china does but it also is 100% capitalist) and put people in a prison doesnt mean thats what communism is about
I think it falls short of its own ideals. I think a good mix of social services and free market goods can exist and thrive so long as extremely strong anti corruption regulations are put in place and vigorously enforced.
The government is in control and should work to the benefit of its people.
